How does “nationality” work in international football(soccer)?

Does each country have its own rules or is it a FIFA rule.

For example: lets say i was born in the U.S. and im a US citizen but my parents are both Canadian citizens, but i have lived most of my life in Mexico. So what national teams can i play for?

Or are there even rules to this (can i just play for any national team)

These are examples i just want to know how that works; and would greatly appriciate a link to a set of rules on how that works

I’m looking at some results from world cup qualifying and trying to make sense of the scores. They will say somthing like 5:0 (2:0). I get that the 5:0 part is the final score of the match but what does the (2:0) part mean?

The loan of Landon Donovan to Everton leads me to ask: How is it that a professional football player can be “loaned” to another team for only part of a season? Doesn’t that put an asterisk next to that team’s standings at the end of the season (for example, “LIverpool won the Premier League that year, with the help of Wayne Superstar and Tommy Terrific, who were with them for part of the season)? Don’t get me wrong, I’m not against the practice, just curious about it. Thanks!
